Local customary leaders wanted the Dutch Colonial Government to care for the ecosystem in Mount LAUSER. This desire was conveyed by Van Heurn to the Dutch Colonial Government, then he discussed and invited customary leaders to urge the Dutch Colonial Government to give the status of Mount Lauser to be a conservation area.
The wishes of the local people were finally realized on February 6, 1934. This could be realized due to a Tapaktuan meeting which resulted in a declaration called the "Tapaktuan Declaration". After the meeting on July 3, 1934, Mount Leuser Nature Reserve was formed which had an area of 142,800 hectares, then after that it developed into Kluet Wildlife Reserve, South Langkat Natural Reserve, West Langkat Natural Reserve, and Sekundur Nature Reserve.
Then during the Government of the Republic of Indonesia, precisely on December 10, 1976 the Kappi Wildlife Reserve was formed, located in Southeast Aceh with an area of 150,000 hectares. Then after that it was followed by the establishment of the Gunung Leuser Nature Conservation Center. After a few years precisely on March 6, 1980 the existence of the Gunung Leuser National Park was inaugurated by the Government of the Republic of Indonesia.
